Yes, the Zentrum für Fernstudien im Hochschulverbund (zfh) does offer distance learning programs in English. For example, the MBA program "Logistics - International Management & Consulting" is taught entirely in English and is open to international students. You need a first university degree, at least one year of professional experience, and proof of English language skills at level C1.
