Admission requirements
The master's programme builds on the following prior knowledge, which you typically bring from your first university education or professional life: thinking in political, economic, and socio-psychological contexts as well as basic knowledge of law, especially in the areas of public law and administrative law.
The formal requirement is a first university degree (from a university or university of applied sciences). The first degree programme must have a scope of at least 180 ECTS credits (usually equivalent to 6 semesters) in order to obtain the Master of Arts degree. Another entry requirement is a qualified professional experience following university studies, typically not less than one year. Proficiency in English as well as skills in using the internet and corresponding technical requirements are also desired.
Notes:
1. If you can demonstrate a first degree programme with at least 210 ECTS credits (usually equivalent to 7 semesters), you can choose the option with 9 modules (equivalent to 90 ECTS credits).
2. Prospective students without a university degree may, under certain conditions, obtain a certificate.

Basic InformationIn the Master's programme European Public Management, you will be prepared for leadership roles in administration (federal, state, and local levels), management (public and private management), as well as politics (policy analysis and consultancy).
The programme aims in particular to impart the competencies, knowledge, and skills necessary for modern administrative action, which is increasingly taking place in European contexts and connections. The Master's in European Administrative Management was established in 1999 on the initiative of the Berlin Senate. They recognised that as European integration progresses, the public sector increasingly requires personnel who can think and act in European contexts. In addition to a solid European-specific further education, further competencies are conveyed which are beneficial for career advancement.
Target Audience
The Master's programme European Public Management is primarily aimed at employees in senior and higher-level public services, as well as comparable staff in municipalities, state authorities, and federal administration. Other target groups include graduates of the Federal University of Public Administration and the administrative colleges of the federal states as well as other university graduates aiming for work in European-specific areas.

Knowledge of the EU, its policies, its legal system, and the impact of EU law on the Member States and their administrations Knowledge of EU policy areas (economy, cohesion, environment, social affairs, internal and justice, external relations) Knowledge of the EU's financial system and fundraising Intercultural competence and leadership skills within administration Knowledge of personnel and project management Administrative and research-related key skills
To promote a high-performing management talent, the Distance Learning Institute at the Berlin University of Economics and Law (HWR) awards a partial scholarship to new students in the Master's programme European Public Management.
Each year, a partial scholarship of 150.00 € per semester is available during the standard period of study. The total amount is up to a maximum of 750.00 €.
To qualify for the partial scholarship, students must submit a letter of motivation as well as evidence of performance in their profession and studies, societal or family engagement, and financial need.
